Well check the basics first, pull the plug out, hold it (with a pair of insualted pliers) against the motor and have a friend give it a pull to see if you have spark.
If you don't you may want to try playing with the kill switch as sometimes the contacts will get worn so even though the knob is in "run" the contacts may be stuck in "off".
Lastly check that fuel is reaching the engine, (is the plug wet after you pull n it for a while?) If not check to make sure the fuel valve dosen't have a bunch of crud in it.
Let us know what you find.

the handle bar on off switch seemed like it had to much play in it so i took it apart and cut the wires and put them toghter ,putting them toghter would make it allways run correct?
next im going to try to take the carb off and clean it up any tips on doing that?

The wires apart makes the trike run. The switch works by shorting out the ignition to stop the motor.
The other thing to try on a trike that has not run in a while is to push start it. You can push a 70 by hand, Just put it in third and start pushing. The motor should turn over. After a couple of hundred feet it might fire. I have know of more than one trike that has been sitting that needs a push (or pull) start, after that it will start with the kicker or the pull cord.

It did run for a while maybe 20 mins then died i took the fuel filters off and they have some what looks like red paint chips stuck in them the tank has been kreamed im thinking maybe some of the red paint made its way into the carb.
thanks for the info on the on off switch
also this carb has a choke on it but the platic is broken i can turn it left and right which way is full choke and which way is not?
anyone know what the nut on the same side as the pull starter is its back near under the seat and it has a big n next to it?

That big nut with the "N" is a neutral gear indicator.

There should be a pointer that points to the N when it is in neutral.
The chain tensioner on all but the 1973-74 is, as far as I know, adjusted by reaching up thru the bottom skid plate on the rear and loosening 2 nuts that hold the tensioner in place, push the tensioner up to tighten chain then retighten the nuts, the chain is on the LH side. This is how my kids 1981 is adjusted.
The 1973 was really easy, it had an external adjustment.

Thanks madmax i know these are alot of stupid questions but i havent got a manuel for this atc yet.
everytime i get 1 question answered i ask another lol on top of the carb theres a cable going into it im guessing this is the throttle cable if i unscrew the cap does that cable just come out and if so is there going to be anything that might fall out?

No. Nothing will fall. You mention paint chips. The jets are tiny anything can clog these things(carbs) overnight. You also mention cutting wires, Why did you cut wires? Sounds to me like your carb needs a bath. And if you found paint chips inside tank or elsewhere flush it out with some gas. If tank is creemed DO NOT USE anything else.

I cut the wires outta the on off switch cause it was rally sloppy and i couldnt tell if it was working because it hardly had any click left going from off to run to off again,im going to replace that switch with a rocker type switch.
I went today and bought new fuel line 2 new inline fuel filters 2 big cans of gumout carb cleaner and a roll of gasket"yes im cheap i make my own gaskets lol" later tonight im going to take the carb off and clean it really good and clean the tank with gas since its allready been kreamed hopefully this works then i can begin with the body work.

You will I am afraid need the puller......Definatly replace points Before you replace your coil. (Its cheaper).
