81 250R questions

I have a 81 250r that I have had for around 15 years I just recently got it out of storage and I am now tring to get it ready to live again. I do not know alot about the internal workings of this bike so any help will be appreciated. I just purchased a new Mikuni TMS 38mm carb, intake mount, twist throttle and cable and the tank is being un rusted. The engine has good compression and the last time I rode it about seven years ago the only problem was the carb. The front brake is stuck so any help on that would be great. Once I get it running I want to do a complete rebild of the bike so any tip would help. I also have an 84 Yamaha yt125 that was left out side mostly uncoverd for years that i want to get running but the 250r is first. Also does any other year 250r parts fit a 81

81 and 82 r parts are interchangeable. I had a brake cylinder that wouldn.t work my buddie used a whole can of brake cleaner on it and got it to work. it took about 4 hours or so but it's worked fine for over a year now. good luck bringing it back to life
