250ES Big Red rear fender question

Can anyone tell me if the rear fenders are suppose to go on top of, or, below the little metal tabs that are located on the frame.
When the fenders are on top of the tabs the side covers do not fit correctly. When the fenders are below the tabs, they are difficult to swing open.

On my all original Big Red I keep mine behind ( that is where they are supposed to fit)- if you have aftermarket fenders, it will not always fit 100% correct (the side covers on aftermarket fenders especially). On my trike with aftermarket fenders I actually put the fender sides and overlap them over my side panels to help keep them on and tight.
