High rev probelm

OK, here it is. Been stuck on this for a while. 1985 ATC 110. Idles perfect, after two revs it farts (doesn't seem to be getting gas). I have had the carb rebuilt but I don't know what else to do. Think it could be an electrical problem? I am open to try anything. I have had this problem for a year and it's time to fix it.

Be sure the fuel cap is "on" or run it with it off to see.
Its probily a fuel supply problem. Either the filter, or strainer. Sometimes there in the tank or in the fuel select switch.
