Do you have the two axle nuts off?. The drum has splines and slides on the axle. So if you have the nuts off. Try tapping on the drum with a hammer while turning the axle shaft. And see if you can get the splines limbered up a little. So the drum can slide off of the axle. You might want to try some penetraiting oil on the shaft around the drum. Or maybe have to hest the hub up around the axle to get it to exspand some. Then can be tuff to get off after being on there for 20 years.

I just rebuilt the brakes on my 83200E. It Sucked. Anyways, I had the same problem. So I went and bought a flywheel puller kit (4 pullers in one kit). I took all of the puller "arms" and attached them together to form a puller that was over a foot long. I hooked it into the holes in the drum and it popped right off.
The drum was bad, however, but I found a replacment on ebay.

WOW I hope I never have to do that again!!! Boy you wouldn't believe the S*it that came out when I took off the cover. The brakes look really good. I think theres somethin wrong though inside. I have my cable tightned really good but still didnt stop. I don't think it was all the gunk inside! See what happens.
PS. Do ATC brakes have squeakers to let u know to change pads?

Yes it is a crappy job. No squeakers, but a small pointer on the outside of the brake drum. If the pointer is pointing to a small bump on the drum, then they are shot. The pointer is mounted on the cam that actuates the brake shoes.
Yes there usually is a lot of crap inside. it is important to drain all the mud and water out after each ride (when riding in mud and water) to get the stuff out (see drain plug on the bottom of the drum housing). Crap in the brakes will either waste the brakes really fast or make them non effective.
This is what I think:
Honda Engineering? - :hail:
Honda ATC brake design? - :wtf:
