is there a way i can tell if the cylinder can be bored or re sleeved so i dont get ripped off and they just tell me oh it needs a new sleeve when it could have been bored big price diffrence thanks again

Pretty much depends on two things: how thrashed or trashed the cylinder is, or how big you're planning to go?
You can use a dial bore gauge and measure for taper and concentricity. You'd want to measure in 2 directions at top, middle and bottom of bore to map the shape. Compare.
If it isn't badly damaged and you only want to go a little oversized a clean-up bore and honing should true it up to new piston. Sometimes best to get it bored, by the very best shop with the top reputation, then shop for a piston to fit that new bore size. That or have the boring shop tell you how much they can bore your cylinder, minimum and maximum, and buy a piston and get it bored.
Really rare that an engine 'needs' a re-sleeve just from normal wear. That's much more for going monster displacement. If it doesn't have visible damage or ridiculous cylinder taper or egg shape and they insist on a sleeve you might want to shop around some more!

since you have a tecate you also need to know if it's still on the original nikasil-coated sleeve or if someone has already resleeved it in the past with a regular sleeve that can be bored.

the nikasil-coated can not be boared and if it is bad then you need to resleeve, send it out to be recoated , or find a better cylinder. If it has been resleeved then you can bore it. I am not sure on how to tell if it has been resleeved. Anyone?

You need to post a few pics of the top of the cylinder with the head removed.
If it is sleeved...any good shop won't bore it unless they have the new oversize piston in hand to measure it first.
