I know it seems harsh but you can use a 220 sand paper with hot water and some CLR and it works pretty well. Used the same technique on a warrior engine rebuild and it worked like a champ..

i'd be more concerned with the condition of the crank bearings and lower rod bearing.
do you feel any resistance, drag, pitting of just anything that might indicate that theres rust on the bearings?
if the crank doesnt spin smooth or you can feel any little tic's while it's spinning i would probably just split it and get new bearings.
that would give you a chance to clean up the lobes and do a good inspection on that lower rod bearing.

As far as the gears are concerned, they are cut from either a 4000 or 6000 series steel. Very hard and a little more resistant to deep corrosion. Unless they are totally desimated by rust, you can probably recover them. Go to the autoparts store and buy Evapo-Rust. Soak the gears in this stuff for a couple of days. The crank I'd be leary of but you can try soaking the crank in it too. A gallon is about 22.00. Its eco friendly and reusable. Pour it back in to the jug when done. Anyway, soak the crank for a couple of days then wash it real good with some sort of solvent. If you can rotate the connecting rod and feel no binding, pitting, or any other anomolies then you can probably run it. Its worth a shot.

for the solvent for cleaning it off after the soak i would use brake parts cleaner.

Roger that Mr. Corkin. Brake cleaner, PD680, parts cleaner solvent etc. Just clean the parts well. Get all of the Evapo-Rust off.
