83 honda 185s Clutch Adjusting

New to the board. Adjusted the clutch on my 185 took it for a spin then went to adjust a little more and now I cant get the adjusting bolt to turn. It has free play in an out but won't turn clockwise or counterclockwise. Now sure what the deal is but it is now slipping in 4th gear real bad.
