200x axle and forks

can you clean up 1983 200x axles and forks with a grinder with a buffer wheel on it because its kind of rusty

Sure, if you can hold the forks and the grinder still enough. Its easier with a bench grinder with the buffing wheel attached

the best way to remove rust on shock tubes is navel jelly. then wax them so they don't rerust.
