My 86 r runs like manure. There is no power and it backfires which I thought was really weird. Anyways I think its the carb so if I cant find an 86 replacement what can I swap it out with.

Check the stator, MANY times stator's are miss diaginosed by carb. Problem is when stator is on its way out, they run poor, working with the carb can make things slightly better so you get your mind set its carb. If your bike ran good before, soemthing went out, and carbs dont just go bad.

its got a brand new stator and cdi box. new head gasket, air filter, fresh fuel, reeds are good and its on a somewhat fresh rebuild. the first time i pulled the carb apart i found that the slow jet was plugged and had to thread a wire through to clean it out.

Make sure your vent tube is not plugged off the gas tank...this will cause backfire and fall on its face when fuel is needed. Something else to check is the carb to intake, make sure its snug and not coming out of the intake on the bottom or sides, this would cause it to run lean/rich. If you run an inline fuel filter, check that too along with the petcock

would it matter if the float level is high and it leaks gas while the gas is turned on?

If your float is stuck then yes, that is also not a good thing. Just remove the carb and clean the float valve.
