I have a 83 200e and had the same problem.here are some of the posts that helped me fix mine.
9x out of 10 a leaky carb from the top is a messed up float valve. that nipple on the bottom is the overflow drain. when the fuel gets to high in the bowl, it spills over that little tube. float will shut the gas off so it wont get that high.
take it apart, clean it real good with paint thinner, kerosene, and even carb cleaner and you should be ok, as long as the seat/needle of the float valve is still good.
"The idle mixture jet is the one you need to adjust. And it is under the front of the carb. You have to get at it from the botom with a short screwdriver. Turn it all the way in and then turn it back out about 1 1/4 turns.
Then adjust the screw on the side of the carb until you get the engine to idle where you want it to. the clip should be in the middle slot if operating the unit in altitudes less than 6000' above sea level......the book also says that the mixture screw should be turned in all the way....gentlely til it bottoms out and then back it out aproximently 2 full turns....hope that helps
If it is still running too rich. Try unscrewing the top of the carb and pulling the slide assemble out. And see where the clip is set on the needle. I think it should be set in the middle grove.
And after all this if it still is too rich. The you may have to pull the carb off and see what the previous owner had put in it for jets. And possable have to replace them with stock jets. But try all the adjustments first.
I hope this helps it sure helped me.
