does the axle slide freely in the drum? use a wood block on the end of axle hit it with a hammer. should move a 1/2 inch because the chain is on the other side stopping it. if it does not move look for a o-ring. or is it rusted on?

did you remove the lever, spring, ans washer off the back side??
If so just tap it out with a hammer and punch.

canadian??
i got the brake all back together but from pounding on the cylinder it messed up the threads so i had to pund it back on... it was a little off of were it was sposed to be but i just tightend the brake to where i wanted it to be... but know i found the bolt that is on the bottom left that holds the axle to the arm, the nut on the other side broke thru the weld... and is impossible to get to with andything to even hold it to get it off and put my new bolt in... i think if i take off the sproket and chaincase i can get to it and try to find a welding machine and just tack it back where it should be...:bash: and this isnt even a prodject trike... i am trying to find and old r to toy with till i am out of the house...
