Too Little Spark???

:( My FL250 odyssey won't start and it gets gas and spark but I think it's too little spark. I tested it on my circuit tester and the tester said 9 volts. Is that too little? As long as it gets gas and spark it should start shouldnt it?

It could be hard to start if it isn't getting an appropriate air/fuel mixture too, right? I've heard 2-strokes get real finicky if the air filter is too dirty.

That's about all the tech help I'm worth... :D

I've tried taking the air filter completely off and it still won't start
